Description of problem:
On a medium / small screen, if a user clicks a language but then moves to the Projects tab, they will be presented with an empty tab indicating "Select a project from list." with no clear method of getting there.

How reproducible:
Easy, always

Steps to Reproduce:
Preconditions:
 - A group with at least one specified language and one attached project version exists.
 - The screen/window is moderately small (see step 2)

1. Go to Groups -> target group
2. If on a desktop, resize the browser horizontally until the second tab is not visible.
3. Click on the available language
 - The tab will shift to show the projects for the language
4. Click on the Projects icon

Actual results:
"Select a project from list." shows in a single column.

Expected results:
It should be smart enough to push the columns back to the first, if there are no selected items from the preceding columns
