Until now there are no plans to provides hightlight-3.16 and abouve for F19.
I have revised by plans and created a release of highlight-3.16.1 for F19.
highlight-3.16.1-2.fc20 has been pushed to the Fedora 20 stable repository. If problems still persist, please make note of it in this bug report.
