Title: Creating a New Logical Network in a Data Center or Cluster

Describe the issue:
When updating/creating a display network, users expect the change to be applied automatically. This however is not the case - restart of running VMs must be performed

Suggestions for improvement:
Add a warning that any running VM requires a restart to start using the new display network
