Description of problem:
when having 2 hosts in HE cluster, I can't enter the host which holds the engine into maintenance 

Version-Release number of selected component (if applicable):
is24.2

How reproducible:
100

Steps to Reproduce:
1. have 2 HE hosts
2. enter the host with the engine VM into maintenance
3.

Actual results:
fails, as VM is non migratble 

Expected results:
should work, VM should migrate auto to the second host

Aharon, for 3.3 this is the design. There's a way to put
an HA host into maintenance as you can see here:
http://www.ovirt.org/Hosted_Engine_Howto#Local_maintenance

For 3.4 we'll make sure the standard maintenance flow will cover the HA one as well.
