Description of problem:
When I use setup to do firstboot operations in terminal and
I have graphic enabled machine (for example ssh with -XC)
it will start rhn_register in GUI instead of TUI mode.

Version-Release number of selected component (if applicable):
rhn-client-tools-2.1*

How reproducible:
Always

Steps to Reproduce:
1. ssh to machine with Desktop installed using -XC option
2. run setup
3. Select RHN Register
  
Actual results:
Graphic RHN Register is run.

Expected results:
rhn_register --nox is run

Additional info:
In my opinion it just don't make sense to start GUI program from terminal one.
