In 5.5. Debug Security Manager Policies in Procedure 5.3. Enable general debugging there are "bin/domain.conf.bat file for Windows", but in windows there is "\" instead of "/" (take a look at next line where is path bin\standalone.conf.bat for windows). Notation in path for windows should be same, I think that in bin/domain.conf.bat should be "\".
