We should add the same note to RN (978984 - Update the add-user utility to allow for file name overrides.) as we add to documentation:

The add-user command is intended to operate on existing properties files. Any alternate properties files specified in command line arguments must exist or you will see the following error:

JBAS015234: No audit-users.properties files found

I have added this as an admonition to the Release Notes entry for BZ978984. When an updated Release Notes build is available, I will set this ticket to ON_QA.
