Description of problem:
Without PackageKit* packages gnome-software does not show any software. I think gnome-software should have PackageKit as dependency.

Version-Release number of selected component (if applicable):
Name        : gnome-software
Version     : 3.10.4
Release     : 1.fc20
Architecture: x86_64

Steps to Reproduce:
1a. Remove PackageKit-* packages while having gnome-software installed.
or
1b. Install gnome-software without having PackageKit-* packages installed

Actual results:
1a. PackageKit is removed, leaving gnome-software 
resp.
1b. gnome-software is installed without PackageKit

Expected results:
1a. Remove also gnome-software 
resp.
1b. Install PackageKit as dependencies

Running gnome-software shows:

Add 'Requires: PackageKit' to the example spec file
