Description of problem:
Qemu monitor "system_powerdown" command fail to power down guest, th VM will be in paused (suspended) status, but cann't to wakeup successully via system_wakeup command.
If run 'poweroff' in guest terminal which can power down guest succefully.

How reproducible:
100%

Steps to Reproduce:
1.boot up a rhel7.0 guest.
2.login guest using root user.
3.send "system_powerdown" qemu monitor command.

Actual results:
after step 3, the guest screen will be in blank screen and fail to powerdown, the guest kernel message output nothing after send "system_powerdown". check the VM status is paused(suspended) but fail to wakeup via 'system_wakeup'.

Also tried the rhel6.5 guest in the host with the same testing that did not reproduce this issue, it will prompt a dialog box for selection buttons: suspend, hibernate, restart, cancel and shut down. 

According to above, this issue is not qemu-kvm issue, so move to gnome-session component. Please correct me if any mistake, thanks.

So the issue here is that in rhel7 the power off button is assigned to "suspend the machine" where in rhel6 the power off button was assigned to "pop up a dialog and ask the user".

You can verify this is happening by looking at the Status in the hardware details tab of virt-manager. it says "suspended" instead of "running".  I don't know how to resume.  Suspend/Resume seem to be separate concepts from the pause button.

This is tweakable to make power off do a shutdown by running:

gsettings set org.gnome.settings-daemon.plugins.power button-power "shutdown"

though maybe we should shutdown instead of suspend if running in a VM regardless of that setting, not sure.
