Description of problem:
Per Product Mtg instructions, the RDO overview has been placed in the Release Notes. This needs to be updated using Lars' detailed information (now half tested).

It specifically includes a lot more detail on section 4.4, which is what
we expect most people will want to do (and which requires the most
change to the existing configuration). It also includes the missing bits
of information for upgrading the Quantum/Neutron service, which is very
important.

Note that his documents ignore the 4.1 Parallel Cloud section, since
that is just the same as setting up a new deployment. His "Scenario 1"
is your "4.2 Atomic Offline Upgrade".
