See upstream fix (~3 years old) https://github.com/pear/pear-core/commit/39524c33d26d2936f60f046a542f1bf23d875a49 This is un upstream version 1.9.3, while RHEL-6 provides 1.9.4. Having date.timezone defined in the launcher (pear/pecl) will avoid a lot of warning on a freshly installed system where it is not yet configured (there is no default value for this option). This have already been changed in Fedora, without any issue.
