This is un upstream version 1.9.3, while RHEL-6 provides 1.9.4.

Having date.timezone defined in the launcher (pear/pecl) will avoid a lot of warning on a freshly installed system where it is not yet configured (there is no default value for this option).

This have already been changed in Fedora, without any issue.
