Please, add "CONFIG_LIBNL32=y" to hostapd/defconfig and
replace "BuildRequires: libnl-devel >= 1.1" with "libnl3-devel"

Support for nl3 was added time ago: http://marc.info/?t=132173631100050

It was documented recently: http://hostap.epitest.fi/gitweb/gitweb.cgi?p=hostap.git;a=commitdiff;h=3043b4f4550a71487bd9f0cc876d1baddbb7bb5d

But it works flawlessly in hostapd-2.0.
