With this update, the API part for using the Ceilometer alarm API has been added to Horizon. It enables future developments to use the API. However, at present, there is no GUI front end for this API.

This has been merged into Mitaka already https://review.openstack.org/#/c/215569/ Note, there is not more than just the API, there is no GUI for this, and it could be understood as enablement for additional (end user visible) changes.
