Description:

Horizon is a framework to build UIs using restful services.
OpenStack Dashbaord is just a reference implementation.

I think, we can attract more developers, when promoting horizon unrelated to OpenStack Dashboard.

In todays's upstream meeting, we decided to drop the split.
- it would unnecessarily slow down upstream development
- nobody is using horizon_lib outside openstack
- it's mostly obsolete with the new direction of re-implementing everything in JavaScript.
