Doc Text:
When upgrading rhevm-reports, the installation directory owner and permission changed, therefore the reports setup failed, and the Manager could not run. Now, the database and web archive (WAR) files are backed up and restored upon upgrade, and the correct permissions are restored.

Description of problem:
During reports setup, installation directory owner and permission changed and therefore the installation failed. JBOSS will fail to run the engine due to the same problem

Version-Release number of selected component (if applicable):
is26 / is27

How reproducible:
100%

Steps to Reproduce:
1. intall 3.2.4 / 5 + dwh & reports
2. upgrade engine & dwh to is27
3. upgrade reports

Actual results:
installation fails, engine fails to start

Expected results:
successfull installation

This code was removed at some point:

if not warUpdated and DB_EXIST:
    backupWAR()
    backupDB(db_dict, TEMP_PGPASS)


Since no backup is done the restore fails.
Also permissions change due to the copy being done to tmp folder and restore should restore the correct permissions.
