Description of problem:

drools-templates only generates a row if all template keys have a value. This behaviour, whilst unchanged since before 5.2, is inconsistent with decision tables.

Add support to drools-wb so that Guided Rule Templates and Guided Decision Table "BRL Fragments" so that they are consistent with Guided Decision Tables (regular columns).

We would like to have this raised to a blocker, since it shows inconsistency between the metaphors causing problems for the user.
