Description of problem:

Puppet keeps sending an email to the specified email on tagmail.conf even in the case no changes were applied on the target machine.

example:

Wed Dec 18 18:29:24 UTC 2013 Puppet (notice): Finished catalog run in 12.20 seconds

Version-Release number of selected component (if applicable):

The package is puppet-2.6.18-3.el5.

Expected results:

No mails should be sent when no changes happen on the target machine. This is working just with the EPEL6 package.

puppet-2.7.25-1.el5 from updates-testing fixes the issue, I'm therefore closing this bug.
