Description of problem:
The Hardware Catalog should check values entered for External Reference before attempting to save them. Entering a value of 000000 causes:

Software error:
bz xmlrpc ExternalBugs.add_external_bug failed: An invalid value '000000' for an External Bug Tracker Bug ID was submitted. It must be a number at Hwcert.pm line 248.

Steps to Reproduce:
1. Sign in, create a certification
2. On the Summary tab, under "Additional Certification Notes", add a new Red Hat Bugzilla reference with ID "000000"
3. Press Save Changes

Actual results:
Software error

Expected results:
The catalog application should gracefully reject the value
