Input Chinese character to plan name when edit plan, system go to error page.

Description of problem:
As subject.

Version-Release number of selected component (if applicable):
3.8.6

Steps to Reproduce:
1.User search a plan, then enter plan edit page.
2.Input Chinese character to plan name, like: 测试.
3.Click save btn.

Actual results:
system go to error page.

Expected results:
system can save the plan name, that is, system can surport Chinese character.
