Description of problem:
With maximum zoomout, user often has a difficulty to move a task node to the other swim lane.
Even user can drag and drop it, the modification is not applied when user zoomin the workspace. 

Steps to Reproduce:
1. Import attached bpmn2 file, and open it by designer
2. zoom out the work space as much as you can
3. drag a node named taskA to the swim lane named LaneE
At most time, this operation is not performed.

Actual results:
At most time, user cannot drag and drop a node correctly.

Expected results:
User can drag and drop a node with stable.
