Description:

Step 1: add radvd to namespace, make it serve SLAAC-provoking RAs to all subnets attached to the router
Step 2: add fine control of the nature of the RA sent (SLAAC, no SLAAC or no RA at all).

(no particular reason for using radvd other than it's a lot simpler than dnsmasq; it it turns out to be an arse to do I'll switch back)
