I'm attaching modified spec file and patches.

Removed patch:
rats-2.1-lex.patch

Added patches:
rats-2.3-engine.patch
rats-2.3-hash.patch
rats-2.3-tokens.patch

rats-2.3-engine.patch is patch from http://code.google.com/p/rough-auditing-tool-for-security/issues/detail?id=3

rats-2.3-hash.patch fixes issues with const pointers.

rats-2.3-tokens.patch fixes issues with signed/unsigned int.

rats-2.3-tokens.patch is applied conditionally starting from Fedora 18 since I'm maintaining this package for my company for earlier Fedora versions. I don't know which version of flex will be in RHEL 7 but this patch needs to be applied only if flex >= 2.5.36.
