Description of problem:

Today user can freeze/thaw a guest filesystems only as a part of the snapshot creating process using VIR_DOMAIN_SNAPSHOT_CREATE_QUIESCE flag to  virDomainSnapshotCreate API.

We want to create SAN based snapshot, so we need these APIs separately callable.

Adding new APIs would require libvirt to be rebased. As a possible
solution, you can use virDomainQemuAgentCommand directly to call the
appropriate qemu guest agent commands.

This bug was not selected to be addressed in Red Hat Enterprise Linux 6. We will look at it again within the Red Hat Enterprise Linux 7 product.
