[Errno 13] Permission denied: '/var/cache/dnf/x86_64/20/google-talkplugin/repodata/repodata'

It appears that with --cacheonly dnf will still try to update the cache (which it shouldn't) but will try to download it to the system cache dir instead of the user one (which it also shouldn't) and thus the command fails.

Package dnf-0.4.12-1.fc20:

* was pushed to the Fedora 20 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing dnf-0.4.12-1.fc20'
