Presently, declarative applications are unable to use XmlListModel. qt5-qtdeclarative needs to be build with headers for qt5-qtxmlpatterns installed for anything like 'import QtQuick.XmlListModel 2.0', etc to work. Adding a BuildRequires: qt5-qtxmlpatterns-devel >= %{version} and rebuilding works for me.
