Description of problem:

ruby200 contains both ruby and ruby on rails (ror) packages. It's better to split them so we can easily make/maintain/combine different versions of ruby and rails.


Actual results:

One ruby200 scl.


Expected results:

Having both ruby200 scl including ruby and ror40 including rails packages (the rest of the packages from current ruby200).


Additional info:

Packages from ror40 will depend on ruby from ruby200 scl.

Just one sidenote. We have to document that ror40 collection works just with ruby200 collection, although I am pretty sure we will receive complains "ror40 does now work with ruby193 collection, how is that" no matter how hard we will be documenting ;)
