packstack/puppet/modules/tempest/manifest/params.pp installs mysql-devel package which is absent on F19 and F20 resulting in failure.

1. set CONFIG_PROVISION_TEMPEST=y in the answer-file
2. run packstack --answer-file=$answerfile
