Description of problem:
If you want to import a new network from External provider to RHEVM, you should have an option to attach it to Clusters of the DC or attach it to DC only

1. Import network from External provider

Actual results:
No Cluster check-box appears

Expected results:
Cluster Check-box should appear thus giving an option to user to decide if it should be added to supported Clusters of the DC or to DC only
