Description of problem:
When resuming VM that was run in paused mode after a minute (assuming there's no guest agent, so after a minute the VM state is switched to up), the pending memory that was added when we started it is not cleared.

100%

Steps to Reproduce:
1. Start a VM with no guest agent in paused mode
2. Wait for a minute
3. Resume the VM

Actual results:
The allocated pending memory is not cleared

Expected results:
The pending memory that was added while starting the VM should be cleared

Additional info:
The problem is that when we resume the VM, its state is changed from Paused to Up. in VdsUpdateRunTimeInfo we'll first treat it as a VM that is successfully run, and thus the run command will be cleared from the async command collections, and then treat it as a VM was powering up - but since there will be no async command to call the onPoweringUp method on, it won't reduce the pending memory as expected

setting target release to current version for consideration and review. please do not push non-RFE bugs to an undefined target release to make sure bugs are reviewed for relevancy, fix, closure, etc.
