Description of problem:
It is impossible to add a VM with balloon disabled.

Version-Release number of selected component (if applicable):
oVirt Engine Version: 3.3

How reproducible:
100%

Steps to Reproduce:
1. Open de "New VM" dialog
2. Disable the "Memory Balloon Device Enabled"
3. Press OK to add the VM

Actual results:
The new VM has the balloon enabled.

Expected results:
The new VM has the balloon disabled.

Patch 22943 (referenced in the external tracker) was merged, moving to MODIFIED.

Verified with Fedora 19 engine and updates-testing repo (3.3.3RC):
ovirt-engine-3.3.3-1.fc19.noarch
After steps 1, 2, 3 the VM is created and then going in edit VM I can see that memory balloon is still disabled.

@Gianluca, it is because the changes http://gerrit.ovirt.org/23039 and http://gerrit.ovirt.org/22943 were both merged.

My comment was to confirm that if already fixed in 3.3.3beta1, no regression in 3.3.3rc
