Description of problem:

The new service "ceilometer-agent-notification" should be named "ceilometer-notification" if it were to be consistent with the other services:

If so we can adjust ceilometer, openstack-utils, openstack-packstack and openstack-foreman appropriately

Yes, I agree that ceilometer-notification would be more consistent with the naming of the other services than ceilometer-agent-notification.
