Description of problem:
Replacing jboss-brms.war/org.drools.guvnor.Guvnor/images/jbossrules_hdrbkg_blue.gif, is not worked to replace the background header image for Guvnor.

Steps to Reproduce:
1: download attached test_jbossrules_hdrbkg_red.gif
2: mv test_jbossrules_hdrbkg_red.gif $JBOSS_HOME/server/$PROFILE/deploy/jboss-brms.war/org.drools.guvnor.Guvnor/images/jbossrules_hdrbkg_blue.gif 
3: start BRMS
4: logon to guvnor

Actual results:
The background header image for Guvnor is not changed.

Expected results:
The background header image for Guvnor is changed.
