Description of problem:
When the DC is inactive (due to non-responsive host), opening edit dialog on VM disk gives NPEx on frontend.

Version-Release number of selected component (if applicable):
master - 210bd5fd7f7544da7f8c5868d10e702fd6ef0803

Steps to Reproduce:
1. Make sure you have at least 1 vm with disk in DC and this DC is inactive.
2. Go to Virtual Machines tab -> Disks subtab.
3. Select a disk, click edit.

Actual results:
NPEx in the frontend (visible in dev mode).

Expected results:
Opening the dialog is forbidden?

setting target release to current version for consideration and review. please do not push non-RFE bugs to an undefined target release to make sure bugs are reviewed for relevancy, fix, closure, etc.

What is the impact of this bug on user?

I checked this scenario as regular user does - not in dev mode and in my case it worked perfect. Please, reopen this bug if happens again and please, don't do that in development mode which is not relevant for users.
