No option in Horizon to create a volume from an existing volume (like: cinder create --source-volid)

Steps to Reproduce:
1. Create a new empty volume
2. Create a new volume and look at "Volume Source" list

Actual results:
No item in "Volume Source" list to create it from an existing volume.

Expected results:
An item in "Volume Source" list to create it from an existing volume.

currently, you could create a snapshot of your volume, to create a volume from that snapshot. But I agree, it's not the same.
