Description of problem:
I would like to view YouTube videos in Web without having to install a decoder for H.264 video.  I think that you should be able to use the WebM VP8 decoder instead.  

However, Web reports that H.264 is supported even if the decoder is not installed.  In this situation, I cannot find a way to play YouTube videos without installing either a H.264 decoder or the Flash plugin.

epiphany-3.10.3-1.fc20.x86_64

How reproducible:
Happens every time.

Steps to Reproduce:
1.  Start Web.
2.  Go to http://youtube.com.
3.  Select a video to play.

Actual results:
The video playback area in YouTube has the message "This video is currently unavailable".  Also, PackageKit prompts to install an H.264 decoder.

Expected results:
The video should play with the WebM VP8 decoder.
