Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. Bugs against components "kernel", "kernel-rt", and "kpatch" are only migrated if still in "NEW" or "ASSIGNED". If you cannot log in to RH Jira, please consult article #7032570. That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
This is a core Perl module. By making it a separate RPM, you break some CPAN modules that rightfully expect to be able to use this module without declaring an explicit dependency on it.

Steps to Reproduce:
1. Install a RHEL 7 minimal VM
2. Install Perl and perl-App-cpanminus
3. Say "cpanm HTTP::Server::Simple::CGI" as root
Actual results:
cpanm complains that Env isn't present while trying to run test t/04cgi.t.
Expected results:
It should just install the package.
Additional info:
I have not attempted an audit of other perl-* packages to see if any others are core modules that should be folded into the main perl package.
I have also asked the author of HTTP::Server::Simple::CGI to remove this dependency on Env, since they aren't making any real use of Env. I mention it because my steps to reproduce the problem might not show you the failure, if this other problem is fixed before you try my test.
Bottom line, Env is a core Perl module, so it should be in the main perl package.
CPAN itself delivers dual-lived Env module <http://search.cpan.org/~flora/Env/>, therefore we deliver this newer version. You can install perl-core RPM package to get all core modules into the system.
