Refresh Capabilities

Description of problem:
Host Refresh Capabilities button is now present in CB14, but had been removed in earlier builds.

1. Click on Hosts tab. Note "Refresh Capabilities" button.

Refresh Capabilities button is present.

Expected results:
Refresh Capabilities button should not be present.
