Description of problem:
Task List shows tasks by membership in groups and by potential owner. However, tasks by Business Administrator are not listed there. As a result, task cannot be manually delegated from his owner to someone else via UI.

Steps to Reproduce:
1. prepare an EAP user with roles analyst, Administrators via add-user.sh
=> Members of Administrators group should be Business Administrators by default. 
2. log into business-central with this account, create a new task for user "mary".
3. the task is not on the Task List (only user "mary" can see it).

Expected results:
Business Administrator should be able to watch tasks of other users (even if he is not a potential owner or a member of groups that are specified by these tasks).

The current task list is targeted towards end users, it is not intended to be an administrative console.  These kinds of operations are available through the remote API, but not through the console yet.  Classifying this as a future feature request.

I'm attaching an image that shows that now the Task List has the Admin Filter that shows all the tasks that the currently logged in user is assigned as the Task Business Administrator. There is a new Admin Tab as well in the task details panel that allows the administrator to perform specific actions on the task.
