The dummy task needed to align multihost recipes with differing numbers of steps (http://beaker-project.org/docs/user-guide/beaker-provided-tasks.html#distribution-utils-dummy) is not part of the beaker-core-tasks repo and is not published at https://beaker-project.org/tasks/

This means the multihost testing instructions won't work properly on a newly configured Beaker system, as /distribution/utils/dummy will be missing.

Now published as an RPM at https://beaker-project.org/tasks/, with the source code available at http://git.beaker-project.org/cgit/beaker-core-tasks/tree/utils/dummy

Leaving this at VERIFIED for now, so we remember to note its public availability when preparing the 0.16 release notes.
