Description of problem:
LOC records have incorrect default values for size, horizontal and vertical precision. Also the explicit value for vertical precision is not parsed correctly if there is no 'm' (unit) at the end of input.

Steps to Reproduce:
1. Run test dns/tests/rdtypeanyloc.py from the upstream test suite.

Actual results:
Tests fail because the record is not parsed correctly.

Record should be parsed correctly.

This bug blocks test suite we use during DNSSEC development.
