Kernel (bug 1056711) adds extended 32 bit address flags as a netlink attribute. Support for these flags were added to libnl3.2.24 and should be backported to F20. They are needed for NetworkManager to set the new flags IFA_F_NOPREFIXROUTE and IFA_F_MANAGETEMPADDR (bug 1045118). While at it, also add the defines for IFA_F_NOPREFIXROUTE and IFA_F_MANAGETEMPADDR.
