Description of problem:

while verifying bz #1035719 I changed ClientModeVncDefault and was told that to take effect I need to restart the engine service.

How reproducible:

Not sure, I understand that it's a per-option behavior (or perhaps always?)

Steps to Reproduce:
1. engine-config -s ClientModeVncDefault=NoVnc

Actual results:

Mode changes only after engine restart

Expected results:

Mode immediately changes. At the minimum, make 'engine-config' tell the user that an engine restart is needed.

need to finish the modeling and REST API call allowing this, then integrate.
