Description of problem:
Instead of showing Setup Host Networks and Save Network configuration action only for 3.1 and higher Cluster versions the action shows in addition to those 2 Add/Edit, Edit management Network, Bond and Detach actions (actions that existed in 3.0).

Steps to Reproduce:
1.Create a new network
2. Go to Hosts -> Network interfaces 
3.

Actual results:
In the action subtab you will see irrelevant actions (taken from 3.0 in addition to relevant actions)

Expected results:
Only Setup Host Networks and Save Network Configuration should be presented for 3.1 and upper Cluster versions

Additional info:
Changing the subtab and returning back to Host -> Network interfaces solves the problem
