Title: Associating a Floating IP with the Instance

These steps may not have been updated since Grizzly. To access the Allocate IP To Project button, I need to click Floating IP tab. Confirmed that Grizzly did not have those tabs on the Access & Security page, but Havana does.....

May also need updating (same section):

To disassociate a floating IP address from an instance when it is no longer required use the Disassociate Floating IP button.

from L10n:
"Associate Floating IP" button shown in the table seems to be changed to "Associate" in Havana.

The "Disassociate Floating IP" button seems to be changed to "Disassociate" now.
