Description of problem:

when I execute mvn clean deploy from dtgov-data dir 2 times in a row, the s-ramp repository ends up with a 
content like this:

Jar & pom files are overiden, however the bpmn process definitions & 
task-forms are duplicated.

How reproducible:


Steps to Reproduce:
1. Install FSW
2. execute mvn clean deploy from dtgov-data dir
3. repeat step #2

Actual results:
* Artifacts derived from KieJar are duplicated

Expected results:
* All existing artifacts (even the derived ones) are updated

Additional info:
* Everytime user is about to update dtgov-workflows he KieJar deriver duplicates existing stuff.

Hi Erik,

I think the wagon should first delete all the extracted and derived content when performing an update? Kind of begs the question if we should fail this, unless it is a SNAPSHOT?

SRAMP-507 now disallows artifact updates (unless they're a SNAPSHOT), so you should instead receive an error, rather than duplication.
