A patch to the rpm to include the backported fix

If you use webkit_web_view_load_html and provide an HTML string which contains links to css files webkit expects those files to be UTF16. Even if the default charset was set to UTF8.

More details plus a test case are available in the upstream bug as well as a back ported patch to fix the issue. It would be great if we can include the patch in the fedora rpm. I am attaching my patch to the rpm which I have built and tested.
