Description of problem:
The header where you can change between DTGov/RTGov/S-ramp will change when you reduce the browser width and will not be usable anymore. See attached screenshot

Version-Release number of selected component (if applicable):

The overlord header is supposed to be responsive, which means it should adjust itself based on the size of the browser.  That screenshot definitely seems like it's not doing that right.  What browser are you testing with?  I've tested with Chrome and FF and those seem ok.

Also note - you're supposed to be able to click on the little "menu" icon in the top-right, which should then slide the full navigation menu down.  This is supposed to be consistent with smart phone style apps.

Also, could you test the header in s-ramp and dtgov and see if you get the same behavior?

Hi Eric,

I've tested with following browsers:
FF - 24.2.0
Chrome - 32.0.1700.77
Safari - 6.1

In all browsers I am able to reproduce the issue but as you proposed to try in dtgov and sramp I found out that this issue is gadget-web-only. When you reduce the browser width, the header menu will change and when you want to slide it down, the menu is hidden behind the dashboard - as you can see on the screenshot there is just the a of the dtgov button and nothing more.

I will change the name of this issue.

Steps to reproduce:
1. reduce the width of the browser until the header changes
2. in gadget-web try to slide down the menu
3. the menu is probably hidden behind the gadget-web dashboard
