Description of problem:

The ability to add a new logical network to a cluster is not available.


Version-Release number of selected component (if applicable):
rhsc-cb16

How reproducible:
100% of the time

Steps to Reproduce:
1. login as admin@user
2. create a cluster (either 3.2 or 3.3 cluster)
3. on the cluster tab, click on the cluster created
4. in the details pain for the cluster, select the tab 'logical networks'

Actual results:
there isn't an 'add' or 'remove' button in the logical networks sub-tab


Expected results:
There should be a way to create a logical network.
