Remove explicit build requirement on zlib-devel. This gets pulled in by the other BRs.

Here's a couple more patches for rubygem-rugged. Patches are against the master branch in Git.

Fedora 18 is EOL. We can simply support Fedora 19 and above.

Since this is a binary extension, we should not depend on ruby(release).
