When Red Hat Storage Console detects a remove-brick operation which is started from gluster CLI, engine does not acquire lock on the volume and 'Rebalance' task is allowed. Workaround: Perform 'commit' or 'stop' on 'Remove-brick' operation before starting Rebalance.

Description of problem:
start remove-brick operation on a volume and wait till data migration is completed, once data migration is completed, rebalance button gets enabled and clicking on that results in the icon being disappeared from the activities column.

Steps to Reproduce:
1. create a distribute volume and start remove brick.
2. once data migration is completed, Rebalance button gets enabled.
3. Click on rebalance.
4. 

Actual results:
1. Now engine tries to start rebalance and it fails.
2. Task in the task pane remains in the waiting for pending /commit state.
3. Remove brick icon gets disappeared from the activities column.
4. Rebalance button is enabled.


Expected results:
1. Rebalance button should not be enabled while remove brick operation is in commit pending state.

2. once data migration is completed, Rebalance button gets enabled.
3. Click on rebalance from UI.

Actual results:
1. Now engine tries to start rebalance and it fails.

RHSC 2.1 is EOLed and we don't have any plan to fix this issue.
If you think, this is an important bug to be addressed, pls. re-open it on the latest release. 
I will go ahead and "CLOSE" this bug for this release.
